Four strategic priorities, one goal: every child reached

ICSA works on four fronts that together describe a primary health care system able to reach the last mile: sustainable subnational financing, policy reform for integrated service delivery, community-led demand and accountability, and last-mile delivery. Each has its own advocacy asks and its own indicators on the dashboard.

01 · Financing

Sustainable subnational health financing

ICSA advocates for increased domestic investment in child survival and primary health care at state and local government levels. The project promotes financing approaches that mobilise public resources, leverage existing co-financing frameworks and encourage private sector contributions, so that essential health services continue and are sustained.

The advocacy ask

Increased, protected and timely state and LGA budget lines for child survival and primary health care, backed by co-financing frameworks and private sector contributions.

02 · Policy reform

Policy reform for integrated service delivery

The project supports policy and institutional reforms that strengthen the integration of child survival interventions within primary health care: vertical and horizontal integration of services, implementation of the Optimising Integrated Routine Immunisation Systems (OIRIS) approach, a stronger health workforce, and technical working groups that improve coordination and service delivery.

The advocacy ask

An integrated PHC plan adopted and funded in every LGA, with immunisation and malaria services delivered together through the OIRIS approach.

03 · Community

Community-led demand and accountability

ICSA recognises communities as essential partners in improving child health outcomes. The project leverages existing community platforms, mobilises traditional and community leaders and Local Health Advocates, addresses vaccine hesitancy and encourages timely care-seeking for childhood fever. These efforts strengthen community ownership, increase demand for essential health services and improve accountability between communities and health service providers.

The advocacy ask

An active Local Health Advocacy and Accountability Team in every LGA, with a community advocacy plan that communities and facilities answer to.

04 · Last mile

Last-mile service delivery

The project promotes practical approaches to reaching children in underserved and hard-to-reach communities. Through performance dashboards, support for service-delivery innovations such as Emvolio and CommCare, and structured learning clinics, ICSA strengthens the use of data, digital tools and evidence to identify service gaps, monitor progress and improve implementation.

The advocacy ask

Every facility reporting monthly, with the data, cold chain and tools needed to reach children in hard-to-reach communities.
