Advocacy, community engagement and practical support, in three phases
ICSA combines national and subnational advocacy with community engagement and practical service-delivery support. Its implementation approach is organised around three phases, each building on the last.
Start-up and baseline
Establishing project systems, developing advocacy briefs, conducting baseline activities and forming Local Health Advocacy and Accountability Teams (LHAATs) in 50 local government areas.

Full rollout
Expanding integrated service-delivery approaches, strengthening digital tools, engaging corporate social responsibility partners, and supporting community-led advocacy and accountability.
Institutionalisation and exit
Promoting sustainability planning, documenting lessons, and identifying approaches that can be institutionalised and scaled to sustain results beyond the project period.

Evidence, dashboards and learning
Performance dashboards for every state, structured learning clinics and quarterly reviews keep advocacy grounded in data, and make sure what is learned at the last mile shapes policy at the top.
How a commitment moves
Evidence gathered
A LHAAT scorecard flags a gap at a facility.
Commitment secured
At the monthly review, the responsible office commits to act by a named date.
Published
Commitment, owner and due date appear on the tracker within 48 hours.
Verified or escalated
The LHAAT verifies delivery, or the issue is escalated to the state with public notice.
